Kinetica Risk supported seismic resilience planning for the Parliamentary Precinct portfolio as part of its long-term modernization effort for one of Canada’s most important and architecturally significant government portfolios. The work focused on assets where protection of life, continuity of essential parliamentary services, and long-term capital planning all needed to be considered together.
The Challenge
The portfolio combines buildings from different eras, construction types, and performance expectations, making seismic risk difficult to compare on a consistent basis. For project teams and planners, the challenge was not only understanding probable damage, but also clarifying the timing, scale, and value of investment needed to achieve ambitious resilience objectives while maintaining the effectiveness of capital programs over time.
What we delivered
Kinetica Risk delivered performance-based seismic risk assessment for selected assets within the precinct using high-fidelity nonlinear dynamic analysis and full probabilistic risk modelling. The work incorporated building contents and component distributions to refine understanding of post-earthquake damage scenarios, recovery implications, and the cost-benefits of mitigation options. An extension of the asset-specific analysis to full portfolio risk scenarios was also performed to provide a portfolio-level picture of risk and support the coordinated plan for risk mitigation.
Decision value
This work helped translate seismic resilience goals into clearer investment logic. By linking probable damage, recovery implications, and mitigation cost-benefit on a consistent basis, the analysis supported project teams in defining scopes over each asset’s lifecycle while also informing the broader precinct’s long-term resilience strategy.
